I'm sure, I've grown clones/mothers/veg plants on 24/0 with no issue.

Depending on the OPs light it may not be necessary especially if they intend to grow vegetables in tandem, I wouldn't do it on a 24/0.

Make sure your temperatures/VPD and lighting levels are adequate. High heat will make some things bolt and most vegetables, non fruiting, need less than 25DLI but more than 12DLI of light or day. Fruiting vegetables like squash, tomatoes, etc will prefer 25-30+ DLI.
