3 watt 2" LED for seedlings

Hello fellow growers,
I was hoping to find some info on what type of lights can be used for the germination and seedling stage. I see many people using a 25 watt T5 for this stage.
Can I use 4 2" 3 watt white LED lights for this stage? These are not diodes they are interior lighting that I have sitting around. I used them on a dimmer for lighting in my kitchen, they are very bright and dimmable.

Also for you lighting specialist: I am currently using 2 600 watt spider farmer LED's with veg and bloom dimmers. I have a space 4x6 and I was running both lights full blast at 30" from the tops of my plants. I currently have 6 @ week 2, exactly 14 days. The manufacturer recommends 12- 24 inches. I recently moved them to 24", would this cause a problem?

Id also like to know if I can just use these lights(2=600 watt spider farmers) for the germination and seedling stage. Would they be to bright for this stage if the seeds were in solo cups?
