You are 100% right. I think a good meter pay for itself very quick, getting the right in power and not too much.
What meter would you go for?
 
Li-Cor is a higher end that gives measurements for each individual wavelength. Best of all the calibration is traceable to the U.S. National Institute of Standards and Technology (NIST). The bad news is it costs over $1000. LI-250A Light Meter, LI-190R-BNC-2 Quantum Sensor, and 2003S Mounting and Leveling Fixture $1195.
