It's not unusual for them to be late bloomers. Most start at 3 to 4 weeks. Others just take their time. My first grow it took 5 and half weeks to show first signs. Are you growing in soil? Are there tight little bunches of new leaf growth in different locations on the plant?

Don't fret. One of my current four was a late bloomer but is finally coming along nicely.

Patience is king when growing weed I’ve discovered (not great as I’m sooo impatient!). Some clearer photos would help, the one you posted doesn’t let us see any detail, and it’s too out of focus when I zoom in on it. Close up shots of the nodes would help. Happy growing!
