? on EC levels

Hello,
It seems I had read 2 different views on this and was wondering if someone could clear it up for me?
Lets say I want to feed at an EC level of .80 does this .80 come from Micro,Grow and Bloom only or when all nutes and supplements have been added? I know the target of .80 would be greatly increased if this was base nutes only.

That .80 would be after all nutes and additives and ph up or down is added.
