Outdoor grow SoCal insect issue and spotting

I am in week 4 of outdoor grow. I’m in cloth pots about 3-4 gallon with organic soil composed of compost, coco coir, worm castings. I’ve noticed a lot of little flys in the pots and one of the leaves has been chewed on. Any organic natural deterrents or foliage spray that I can make to ward of the insects? I also noted some white spots on leaves. Not sure what that is or if it’s an issue. Thanks

The white spots are likely where little pests have suckled on your leaves.
Neem oil solution, as a foliar spray, is apparently a natural defence against pests. Not used it myself as I’ve not had a bug problem, I grow indoors (although I have a bottle just in case as I’ve started doing my first outdoor grow).
 
At week 4 you should have considerably more growth than you do. The plant is looking a little pale
also. Its either hungry/starving for nutrients or maybe a soil/watering issue. The flies you speak of.....fungus gnats? If so then you might be overwatering as they like moist soil.

Thanks @Bluugrss. I made a rookie mistake and my seedlings were stunted. They have grown considerably after transplanting from a generic organic soil to super soil. I waited for that soil to cook and in hindsight I should have done the transplant sooner. Would there be any harm in adding some more digestible natural Nitrogen? Thanks

Thanks @Sleeper143. I will try some Neem oil and also less watering as someone else suggested the flies could be nats that like moist soil.
