Stunted growth? - New grower

Thanks everyone for all the help - I did decide to go ahead and start over, I have dumped that soil and will start with fresh.
 
For seedlings you want your soil moist but not wet….and airy as well. It’s all I can do not to water my seedlings more….I’m amazed at how little water they need for those first days above ground. Moisten the soil before planting and just a few drops right at the base to start. Lastly, the closer to a rainforest the better.
