They only approved already established medical shops to become recreational. No new grows or shops can be opened. They are essentially grandfathered into the fold of recreational. Not all medical shops got approved either. That's what I'm getting at. They "say" mid 2020 they will possibly grant more licenses but right now it's looking like there will be less than 50 recreational shops across the whole state. To put this into perspective. I live in central Illinois and for a solid 75 square miles there is only one dispensary. Drought! I can see it coming!
