Yes, you can always mix your nutes per manufactures recommendations, then water it down with R/O to get to your desired PPM range, as long as you account for extra water you might be adding into your reservoir.

I have 18 gallon Resivour. Can I put 15 gallons of pure water in it, Measure ppm. Then take 5 gallons of pure water in a bucket and make 18 gal worth of Concentrated nute solution ,measure ppm and slowly add concentrate until I reach my target ppm in My resivoir. ?

You sure can… if you don’t mind having your concentrated bucket of nutrients sitting around. After a few reservoir fillings you’ll get the hang of it, and have a good idea how much nutrients to add to your R/O water to reach your ideal PPM.
