So harvest the top most mature buds and let the bottom mature up a few days and then harvest those?

What I've done in split harvesting is cut what's done, usually the main colas, then I can lower the height of the light to give the lowers a chance to finish.

That sounds like a good plan! After taking the top colas go ahead and lower the light (if you can) it will boost the lower buds bulking up like Drownomatic mentioned above.
