I've never used a dimmable light before and my Viparspectra KS3000 says to increase from 50% at 24" in seedling to 75% at 24" for veg.

When are they considered in the vegetative stage?

These are about 2 weeks old.

I'd keep it at 24" and 50%. Plants don't need a ton of light in veg. Around 250ish ppfd or 15-20 DLI. As they transition to flower, I would increase light intensity at that point.
