Help Please! Is this mould on the soil?

Got some super soil with little fertiliser in it. Seen this white stuff on surface of soil of one of the pots. Been told by seller of soil without them seeing a pic it is very likely to be mycorrhizae and that this is healthy for the plant.

Can anyone please confirm this mycorrhizae in the pic?
