Lights for seedlings outdoor grow

Hi guys!
So i am looking for some help about what lights I should use for my seedlings thst will go outdoor this season.
I am planning to start 4 seedlings and I was thinking what lights should be good enough for them to have the first 2-3 weeks considering the fact that I will use 15-30 L pots and I don't want to transplant, so there is an space issue.
If I go for example for cfls. I was thinking about the 125w ones. How many can I put under one bulb.
Please help me on that.

125w cfl will be enough for a few weeks. Make sure the light is 6400k, it is best for seedlings and keep the cfl as close as possible.
