New seed or old seed............?

We have been like that with Chillies this year....even new bought stuff wouldn't germ....

ditto for my green beans. Six planted, two showed, both are going to do nothing, one may not even produce a single set of leaves. Seeds from two years ago, so maybe that is the problem.
