Run a new PEX pipe and abandon the old pipe. PEX is very flexible so you can probably run it in one piece with no elbows.

So i am quite sure he wants to just replace the area thats leaking cuz if not it may be a shit ton of digging and carrying out concrete chunks etc! Maybe its just me who would be too lazy for all that but sounds like lots of work!

I was thinking find the easiest route for the new PEX, maybe above the concrete.
