Is this heat stress? All my other fan leaves are perfect, it's literally just this at the top of my canopy... Also is has my plant hit preflower?

Plant may seem slightly droopy but it's only because the lights have just been switched back on. As you can see no where else is there a deformity with the leaves just the top

Yes very dark green. Possibly high nitrogen. I'd give them a good hard plain water till 20% water comes off. Then cut the nutes next watering. Also sometimes when the plant is growing very fast the tips will twist a little. IME
