What about just buzzed driving?

they've put numbers on it. 2 nanograms/ml or less is ok. More than 5 nanograms, same as drunk driving, minimum mandatory fine of $1 grand.

I don't think they even have a reliable test out there yet. And it would also be demanding body fluids on suspicion only. Which, sure as shit isn't constitutional. But, cops have ways.
