No mate it's a normal photo with no filter. No clue what vectorise is lol

Must be the phone filter your using dude, it’s the image is rebuilt almost like an animation. I like the look but back in the early photoshop editor editions it was a long winded process to achieve.

You can see the photo looks like an animation close up, it’s quite a cool effect. possibly and in camera settings you may have turned on.
