I grow to provide medicine to family and friends in need.
can I water in the bt or do I need to dunk the entire pot?
 
Let the BTI soak in your water jug for a couple of hours, then drench your well draining medium. This takes care eggs and larvae. Let medium dry thoroughly before drenching one more time. This stops adult from laying eggs. Do not water your plants too often. This takes care of the problem.
You can't over water a well draining medium. Watering TOO OFTEN displaces needed oxygen in the medium, leading to numerous problems.

Depends on what you are using.. There are different types of bti. If it's water soluble, then it should have instructions on how much to add per gallon of water. One gallon will treat several plants..You don't need to drench the soil. You only need to water the top 2-3 inches. That's don't go further than that. Get some yellow sticky traps for the adults. You should see that the cycle is broken after a week or so.

No issue with overwatering.
I have been bottom watering for several days.
I need to topdress so want to water from the top. Cool.
